تقييم جودة الحوكمة: دراسة مقارنة بين الجزائر- المغرب - تونس

Résumé: ملخص: تسعى هذه الدراسة إلى تقييم جودة الحوكمة في الجزائر مقارنة بدول شمال افريقيا المغرب و تونس. قد تم تحليل معطيات المؤشرات العالمية الستة للحوكمة المقدمة من قبل البنك الدولي في الفترة ما بين سنة 2005 إلى غاية 2014. و تبين أن الحوكمة في المغرب و تونس أحسن من الجزائر، حيث حققت المغرب مستويات متقدمة في مؤشرات قياس الحوكمة و كذا كان الوضع بالنسبة لتونس، غير أنه بمستوى أقل بقليل من المغرب. أمَا الجزائر فقد رتبت في المقياس ما بين الفئة الأولى و الثانية و الثالثة أي أن مؤشرات الحوكمة السياسية و الاقتصادية و المؤسساتية في الجزائر حققت مستوى متأخر دون 50%، مما يدل على ضعف الحوكمة في الجزائر حسب هذه المؤشرات. Abstract: This study seeks to assess the quality of governance in Algeria compared to the countries of North Africa, Morocco and Tunisia. Data of the six Worldwide Governance Indicators has been analyzed for the period between 2005 until 2014 that are provided by the World Bank. Governance in Morocco and Tunisia is better than Algeria, they achieved advanced levels of governance indicators. Tunisia performance was not so far of that of Morocco but with inferior scores. However, Algeria was arranged in scale between the first, the second, and third category which means political, economic, and institutional governance indicators in Algeria achieved are weak that is below 50%. the latter percentage shows the weakness of governance in Algeria, according to these indicators.
