تدعيم الجماعات الاقليمية للاستثمار المحلي بين الموجود والمنشود

Résumé: تملك الجماعات الإقليمية الكثير من الآليات التي تسمح لها بأن تكون فاعلا وداعما حقيقيا في التنمية الاقتصادية، غير أن هذا الدعم لن يكون ناجحا وذو فعالية إن لم تستغل الجماعات الإقليمية كل منفذ يعطيها صلاحيات تستغلها في دعم الاستثمارات المحلية المقامة على إقليمها وفقا ما يخدم مصالحها ويساعدها على تحقيق التنمية المستدامة المنشودة، كون أن الجماعات الإقليمية تتميز عن غيرها من الهيئات العمومية الأخرى بأنها تدير المجتمع المحلي بالمساهمة مع الدولة وتحت وصايتها في نظام لامركزي، كونها وحدة قاعدية للدولة. وعليه فإن هدف هذه الورقة البحثية هو تسليط الضوء على المفاهيم والأفكار المتعلقة بالاستثمار المحلي وسبل دعمه، وصلاحيات الوالي في تجسيد العملية الاستثمارية، من خلال الإشراف على القوانين والتنظيمات المتعلقة بعملية الاستثمار بصفته ممثلا للدولة، وما يتبعه من اشراف على المجالس المنتخبة المحلية بصفته ممثلا للولاية، حيث تم التوصل إلى جملة نتائج تتلخص في أن التنمية المحلية عامة والاستثمار المحلي خاصة من الأهداف الرئيسية التي تسعى إليها الجزائر، ويظهر ذلك من خلال ترسانة القوانين المرصودة منذ الاستقلال إلى غاية اليوم. Abstract: Regional groups have many mechanisms that allow them to be a real actor and supporter in economic development, but this support will not be successful and effective if the regional groups do not use every outlet that gives them powers to use in support of local investments built on their territory according to what serves their interests and helps them to Achieving the desired sustainable development, given that regional groups are distinguished from other public bodies in that they manage the local community by contributing with the state and under its tutelage in a decentralized system, being a basic unit of the state. Accordingly, the goal of this research paper is to shed light on the concepts and ideas related to local investment and ways to support it, and the powers of the governor in embodying the investment process, by supervising the laws and regulations related to the investment process as a representative of the state, and the subsequent supervision of the local elected councils as a representative of the state. A number of results have been reached, which are summed up in the fact that local development in general and local investment in particular are among the main goals that Algeria seeks, and this appears through the arsenal of laws monitored since independence until today.
