إسهامات الحكومة الإلكترونية في تكريس مبادئ تسيير العمومي الجديد"نموذج قطر للتمييز الحكومي"

Résumé: في ظل التوجه المساعي نحو إصلاح قطاع العام، والاقتصاديات نحو الرقمية، جاءت هذه الورقة البحثية لتعرف على مدى مساهمة تطبيق الحكومة الإلكترونية في تكرس مبادئ التسيير العمومي الحديث وتأثيرها على مختلف الوظائف والممارسات في المنظمات العمومية ودورها في ترقية القطاع العام وتحسين من أدائه وجودة الخدمات المقدمة به، معتمدة على دراسة استقرائية تحليلية مستندة من تجربة قطر الالكترونية كنموذج، وخلصت الدراسة إلى مجموعة من النتائج من أهمها: أنّ الحكومة الالكترونية والتسيير العمومي الجديد مدخلين متكاملين للإصلاح،وترقية الأداء في المنظمات العمومية ، وتوصي هاته الدراسة بضرورة إرساء ثقافة المبنية على محورية المواطن و التركيز على النتائج والمساءلة والمشاركةـ وتعبيد الطريق نحو الرقمية بالمعنى الذي تحمله الكلمة. In light of the direction of the efforts towards the public sector reform and the economies towards digital, this research paper came to know the extent of the contribution of e -government in devoting the principles of modern public management and its impact on various jobs and practices in public organizations and its role in promoting the public sector and improving its performance and the quality of services provided in it . Based on an inductive and analytical study based on the Qatar e-experience as a model , and the study concluded with a set of result the most important of which are: that e-government and new public management are two complementary approaches to reform, and improving performance in public organizations. This study recommends the necessity of establishing a culture based on citizen-centredness and focusing on results, accountability and participation Paving the road towards digital in the sense that the word carries
