دراسة قياسية لأثر تقلبات أسعار الصرف على الإنفاق الحكومي بالجزائر خلال الفترة 1990-2023 بإستعمال نموذج شعاع الإنحدار الذاتي

Résumé: ملخص: تهدف هذه الدراسة إلى تحديد أثر تقلبات أسعار الصرف على الإنفاق الحكومي في الجزائر خلال الفترة 1990-2023 ، وذلك من خلال إستعراض الإطار النظري لكل من الإنفاق الحكومي وسعر الصرف، مع عرض تطور هذه المتغيرات في الجزائر خلال فترة الدراسة وهذا في الجانب النظري، أما الجانب التطبيقي وبالإستعانة بنموذج شعاع الإنحدار الذاتي، فقد أظهرت النتائج المتحصل عليها أن الصدمات في سعر الصرف تساهم بنسب ضئيلة في تحديد القيم المستقبلية لحجم الإنفاق الحكومي وهذا راجع كون هذا الأخير يتأثر بنسبة كبيرة بالناتج المحلي الإجمالي والجباية البترولية في الجزائر وذلك لطبيعة الاقتصاد الريعي في الجزائر. This study aimed to determine the impact of exchange rate fluctuations on government spending in Algeria during the period 1990-2023, by reviewing the theoretical framework for both government spending and the exchange rate, with a presentation of the development of these variables in Algeria during the study period, and this is in the theoretical aspect, then conducting the applied aspect and with the help of the autoregressive vector model, the results obtained showed that exchange rate shocks have a weak role in determining the future values of the volume of government expenditure, this is due to the fact that the latter is greatly affected by the gross domestic product and oil taxes in Algeria due to the nature of the Algerian rentier economy.
