عولمة الأمن الدولي و الإعلام و تداعياتهما على العالم العربي

Résumé: تظهر العولمة على أنها مرحلة ما فوق الشرعية الدولية ،ومرحلة إعادة النظر في المفاهيم المحيطة بالدولة الوطنية ، كتعريف وصياغة وتحديد مهام الدولة وتوضيح حدود سيادتها وإعادة بلورة مفاهيم السيادة والدولة الوطنية ومفهوم عدم التدخل وغيرها من المفاهيم، لتحل محلها مفاهيم جديدة تعبر عن الإرادة العالمية المجسدة في النظام العالمي الجديد. وقد رافق تدشين عصر العولمة تحولات هائلة مست الجانب الاقتصادي والسياسي والثقافي والإعلامي والعسكري طالت العالم أجمع، وتعاملت معها دول العالم بأشكال مختلفة، لتحقيق الفرص الممكنة وتجنب المخاطر المحتملة للعولمة، وقد كان للدول النامية النصيب الأوفر من تداعيات العولمة على جميع الأصعدة، وخصوصا المنطقة العربية، فقد لعبت عوامل مختلفة في دفع العالم العربي إلى دخول عصر العولمة من دون استعدادات كافية ومن دون أجندة جماعية للتعامل مع التحديات والمخاطر الجديدة. Abstract: Manifestations of globalization as above international legitimacy stage , out of the international legitimacy control and reconsidering old concepts that covers the national state from different sides as a definition , drafting laws, determine its functions ,Clarifying the limits of its sovereignty and form new concepts of sovereignty and the national state as well without neglecting the principle of interfering in the local affairs and other principles that could replace the former once so as to represent the international free will that will be embodied too in the new global system. The rise of the globalization era had been companied with massive shifts that affected directly the : economic , politic , cultural, media and even the military domain that affects the world nations as well. This era was treated differently by the world’s nations and the great powers according to pragmatic concepts and minimize as much as they can its risks and collateral damages. Developing countries had the opportunity too or the biggest one to be exact to take part in these celebrations by bearing lts fallouts in all fields specially the arabic region that witnessed new and rapid changes that had been caused by globalisim . arabic nations were hardly rushed into international struggle without being ready enough or well equiped and that what appears very clearly in the absence of collectivity or united agenda that determins their duties , rights and gains.
