إمكانية استخدام صكوك الاجارة المنتهية بالتمليك في تمويل مشاريع البنية التحتية "ميناء الحمدانية نموذجا"

Résumé: تهدف الدراسة الى معرفة مدى فعالية الصكوك الاسلامية في تعبئة وتجميع الموارد المالية بالنسبة للدول والدور الذي تلعبه في تحقيق التنمية الاقتصادية بشكل عام، وتمويل مشاريع البنية التحتية بشكل خاص، اضافة الى اقتراح صيغة صكوك الاجارة المنتهية بالتمليك كصيغة يمكن تطبيقها لتمويل ميناء الحمدانية بولاية تيبازة. خلصت الدراسة أن لصكوك الاجارة المنتهية بالتمليك دور فعال في استقطاب أموال ضخمة يمكن تجسيدها في الإقلاع الاقتصادي بميناء الحمدانية، نظرا للأهمية الاستراتيجية التي يلعبها الميناء كقطب تجاري افريقي وعالمي بالنسبة للدولة الجزائرية. The study aims to know the effectiveness of Islamic sukuk in mobilizing and accumulating financial resources for countries and the role they play in achieving economic development in general, financing infrastructure projects in particular, in addition to proposing a formula for leasing sukuk ending with ownership as a formula that can be applied to finance the Hamdaniya port in the wilaya of Tipaza. The study concluded that the Ijarah Sukuk ending with ownership has an effective role in attracting huge funds that can be embodied in the economic takeoff at the port of Hamdania, given the strategic importance that the port plays as an African and global trade pole for the Algerian state.
