دور الأمن البيئي في تحقيق التنمية المستدامة في ظل التشريعات الوطنية والاتفاقيات الدولية

Résumé: أصبح موضوع حماية البيئة وضرورة الحفاظ عليها وكيفية مواجهة الآثار الناجمة عن التلوث من الموضوعات التي نالت اهتمام الاتفاقيات الدولية والتشريعات الوطنية. لم يعد يقتصر مفهوم الأمن على أمن الأرض وحماية حدود الدولة من العدوان الخارجي فحسب، إنما أصبحت له مفاهيم حديثة ارتبطت في الآونة الأخيرة بتهديدات بيئية خطيرة، والأمن البيئي هو وصول الإنسان إلى حالة من الطمأنينة وقدرته على ممارسة الخيارات المختلفة من خلال العيش في ظروف بيئية ملائمة، ولأجل تحقيق هذا المسعى، شرعت الدول في اتخاذ جملة من التدابير الإصلاحية والتشريعات المنظمة للبيئة وسبل حمايتها سعيا منها لتعزيز الأمن البيئي الذي يعد مفتاح التنمية المستدامة كآلية لضمان حق المواطن في بيئة سليمة وآمنة. Abstract: The protection of environment and the necessity to maintain in has become an important topic of discussion throughout different media. Also discussing the dangers resulted from pollution, in also an important part within the international conventions and national legislations. The concept of security is not longer about the protection of the borders of the state from external aggressions, it has had surely new implications such as environmental threats, the environmental security he arrival of the human to case from the assurance and estimated him on practice of the different choices through the living in suitable circumstances of environment, so the environment security concentrate on issues most importance from her information exchange related in environment and question of the human right. In order to achieve this goal, states has launched lot of reform measures, and legislations regulating the environment and ways to protect them, in an effort to promote environmental security, which is the key to sustainable development, furthermore, as a mechanism to ensure the right of citizens to a healthy environment.
