دراسة قياسية لأثر تقلبات أسعار البترول على السياسة المالية في الجزائر خلال الفترة (1980-2016).

Résumé: تهدف هذه الدراسة إلى قياس اثر تقلبات أسعار البترول على أدوات السياسة المالية المتمثلة في الإيرادات والنفقات ورصيد الموازنة العامة،بالاعتماد على بيانات سنوية للفترة الممتدة من 1980- 2016 ولتحقيق هذا الهدف تم استخدام منهجية(بوكس -جنكينز)و ARMA(p,q) ،نماذج ARCH ،VAR. وأشارت نتائج اختبار دوال الاستجابة الدفعية أن حدوث صدمة في تطاير سعر البترول لها اثر إيجابي على الإيرادات والنفقات العامة على المدى الطويل،وأثر سلبي على رصيد الموازنة العامة في المدى القصير والطويل. The aim of this study is to measure the impacts of oil prices fluctuations on the fiscal policy instruments of incomes and expenditures and the balance of the general budget ,based on annual data for the period 1980-2016.To achieve this goal ,the methodology of BOX-Jenkins ,ARMA(p,q), models ARCH,VAR. The results of the impulse response test showed that a shock in oil price volatility had a positive effect on long –term revenues and public expenditures and a negative impact on the budget balance in the short and long term.
