الديمقراطية التشاركية في الجزائر بين النصوص القانونية والواقع التطبيقي
Résumé: يعـود تطبيق الديمقراطية التشاركية بمفهومها الحديث ميدانيا على المستوى المحلي في العالم إلى ستينيات القرن العشرين، وأساسها أن المواطن يشارك السلطة في اتخاذ القرارات التي تخصه، وفي الواقع تتجسد التشاركية في مجموعة من الآليات التي تسمح في مساهمة المجتمع المدني والمواطن في تدبير الشأن العمومي، وتأكيدا على أهمية هذه الفكرة فقد تمت دسترتها في الدساتير الوطنية، حيث يتناول هذا البحث مفهوم الديمقراطية التشاركية، وواقعها في الجزائر، ومختلف التحديات التي تواجهها. الكلمات المفتاحية : الديمقراطية التشاركية ، المجتمع المدني ، المواطن ، الدستور. Abstract The application of participatory democracy in its modern sense on the field at the local level in the world goes back to the sixties of the twentieth century, and its basis is that the citizen shares power in making decisions that pertain to himself. The importance of this idea has been covered in national constitutions, as this research deals with the concept of participatory democracy, its reality in Algeria, and the various challenges it faces.
