(دراسة تحليلية تقيميية) النظام الضريبي الجزائري: الواقع والتحديات

Résumé: يعد النظام الضريبي من أهم الأدوات المالية التي تحظى بأهمية كبيرة لدى الهيئات الرسمية وغير الرسمية، وتستمد هذه الأهمية باعتباره أحد أهم الأدوات السياسة الاقتصادية، أضف إلى ذلك، فهو ينظر إليه كأحد أهم المصدر المالية للميزانية العامة، ووسيلة رئيسية لضبط أنشطتها الاقتصادية. تهدف هذه الورقة البحثية إلى تسليط الضوء على واقع النظام الضريبي الجزائري، بعد أكثر من 30 سنة من الإصلاحات. ولقد ارتأينا في هذه الدراسة الاعتماد على المنهج الاستنباطي في الفصول النظرية، أما الجانب التطبيقي فقمنا بتحليل مخرجات هذا النظام، ولقد توصلنا إلى أن النظام الضريبي الجزائري يفتقد للفعالية المطلوبة، نتيجة أمرين أولهما خاص بالنظام الضريبي نفسه فهو غير مرن ومعقد وغير عادل، وتأخر رقمة هذا قطاع، أما الأمر الثاني فهو راجع إلى المعيقات الخارجية، أهمها التهرب الضريبي والاقتصاد الموازي والتجارة الإلكترونية. The tax system is one of the most important financial tools that are of great importance to official and unofficial bodies, and derives this importance from being one of the most important tools of economic policy. In addition, it is seen as one of the most important financial sources for the public budget, and a major means for controlling its economic activities. This research paper aims to shed light on the reality of the Algerian tax system, after more than 30 years of reforms. In this study, we decided to rely on the deductive approach in the theoretical chapters. As for the practical side, we analyzed the outputs of this system, and we concluded that the Algerian tax system lacks the required effectiveness, as a result of two things. sector, and the second issue is due to external obstacles, the most important of which are tax evasion, the parallel economy, and electronic commerce.
