السياسة الأوروبية للجوار والموقف الجزائري منها

Résumé: تهدف هذه الورقة البحثية إلى التعرف على سياسة الجوار الأوروبي وأهم الأهداف التي جاءت من أجلها، باعتبارها إطار مرجعي يوجه العلاقات بين شمال وجنوب المتوسط. كما تستهدف الدراسة التركيز أساسا على العلاقات بين الجزائر والإتحاد الأوروبي، من خلال تتبع موقف الجزائر من هذه السياسة محاولة لكشف مبررات ودوافع إنضمام الجزائر لهذه السياسة خاصة بعد إجراءات التعديل والمراجعة لها التي شهدنها بين سنتين 2011 و 2015. النتائج: حاولت الدراسة الإسهام بمجموعة من الأسباب التي جعلت الموقف الجزائري من المعارض لهذه السياسة إلى القبول والانضمام إليها خاصة بعد أحداث الربيع العربي2011 وحرص الجزائر على ضمان حماية أمنها وأمن المنطقة المتوسطية لذلك سارعت الجزائر إلى الانضمام لهذه السياسة من أجل رعاية مصالحها وحمايتها في ظل الظروف الإقليمية التي تعيشها المنطقة العربية. This research paper aims to identify the European Neighborhood Policy and its main goals as a framework guiding the relations between the north and south of Mediterranean. The study also focuses mainly on the relations between Algeria and the European Union, by tracing Algeria’s position on this policy in an attempt to reveal the justifications and motives for Algeria’s accession to this policy, especially after the amendment or review procedures between 2011 and 2015. As a result, the study tried to contribute to a set of reasons that made the Algerian position opposed to this policy to accept and join it, especially after the Arab Spring 2011 and Algeria's attempts to ensure its intersts and security in the Arab region.
