الإستيطان اليوليوكلاودي في إفريقيا البروقنصلية (أواخر العهد الجمهوري وبداية الإمبراطوري)

Résumé: يعتبر الإستيطان سياسة فعالة يلجأ إليها المحتل لترسيخ وجوده وتعميق نفوذه، ولا شك أن شمال إفريقيا من أكثر المناطق التي عانت من هذه السياسة قديما وحديثا. فقد سارعت روما بعد احتلالها قرطاجة سنة 146 ق.م إلى مد نفوذها في المنطقة بصورة تدريجية. ولما كانت مقاطعة إفريقية أول إقليم يخضع للسيطرة الرومانية؛ فقد مثلت أنموذجا يمكن التعرف من خلاله على عمق سياسة الإستيطان. يهدف هذا البحث إلى إبراز مظهر من مظاهر سياسة الرومنة من خلال جرد المستعمرات التي أنشأتها الأسرة اليوليانية بدءا بقيصر ثم خلفائه. وقد تم التوصل إلى مجموعة من النتائج من بينها وضوح اهتمام الرومان البالغ برومنة المنطقة وذلك بجعلها مجالا مفتوحا للإستيطان العسكري والمدني. ولم يكن هذا تعميرا للمنطقة التي كانت آهلة، ولا نشرا للحضارة بقدر ما كان خادما للمشروع الاحتلالي. Abstract: Settlement is considered as an effective policy that is used by settlers to control a target region, and undoubtedly North Africa is one of the most regions that suffered from this policy anciently as well newly. After the Rome setteled the Carthage region in 146 B.C, it worked on spreading its influence gradually in the region, thus when the African province was the first territory that was controlled by Roman' s settlement. So as it represented a model that describes the deepest of the settlement policy. The purpose of this research work is to highlight one of main aspects of the Roman policy through stocktaking all the colonies that has been constructed by Julian-Claudian family. As a result, a set of objectives has been reached among them : the great interest of Romans to romanize the region by making it an opened area for any civil and military settlement, and this was neither for constructing the region nor for spreading the civilization as much as it was for serving the settlement project .
