دور الشرطة الجوارية في مكافحة الجريمة بالمدن الجديدة : دراسة ميدانية بمدينة علي منجلي بقسنطينة

Résumé: الملخص: لقد أثارت ظاهرة الجريمة داخل المجمعات الحضرية الجديدة لاسيما بالمدينة الجديدة ـ على منجلي ـ بقسنطينة اهتمام العديد من الباحثين نظرا للأثار المعنوية و المادية و السلبية التي تخلفها في نفوس الأفراد و الجماعات و منها التأثير البالغ الذي تحدثه في البناء الاجتماعي، مما يسبب تفكك الروابط الاجتماعية ، وتصدع القيم وظهور انحرافات اجتماعية خطيرة وهذا ما دفع بالولاية لتكثيف تواجد الوحدات الجوارية للشرطة كحل لتقليل من ظاهرة الجريمة من جهة، ولتقريب الشرطة من المواطن من جهة أخرى.فالشرطة تعيش في قلب الأحداث داخل كل حي، فهي تصطدم مباشرة ويوميا بكل الأمراض والآفاتالاجتماعية بما فيها ظاهرة الجريمة التي زعزعت أركان المجتمع القسنطينى وانبثقت عنها متطلبات أمنية جديدة، وبالتالي فكرة إنشاء شرطة جوارية أصبح أمرا ضروريا بهدف الاستجابة للمتطلبات الجديدة للمواطن. وعليه و في ضوء ما سبق تسعى الدراسة الراهنة إلى تسليط الضوء من منظور إمبريقي صرف ابراز فاعلية الاستراتيجيات الأمنية للشرطة الجوارية و التي من المفترض أن تسهم في حد من ظاهرة الجريمة بالمدينة الجديدة. كلمات مفتاحية: الشرطة الجوارية، الجريمة ، المدن الجديدة، المدينة الجديدة علي منجلي Abstract: The crime phenomenon within the new urban complexes, especially in the new city - Ali Mendjli - Constantine, has aroused the interest of many researchers because of its moral, material and negative effects on the souls of individuals and groups, including a significant impact on the social structure, which causes the disintegration of social ties, the cracking of values and the emergence of serious social deviations, and this is what prompted the city to intensify the presence of the neighborhood units of the police as a solution to reduce the phenomenon of crime on the one hand, and to bring the police closer to the citizen on the other hand. Therefore, the police live in the heart of events within each single neighborhood, as they collide directly and daily with all social diseases and pests, including the crime phenomenon that shook the pillars of Constantinian society and resulted in new security requirements, and thus the idea of establishing a neighborhood police became necessary in order to respond to the new requirements of the citizen. Accordingly, and in light of the foregoing, the current study seeks to shed light through a purely empirical perspective to highlight the effectiveness of the security strategies of the neighborhood police, which are supposed to contribute to reducing the crime of crime in the new city.
