البدائل المتاحة في البلدان المغاربية لإقلاع النمو دراسة حالة الجزائر، المغرب، تونس

Résumé: تأتي هذه الدراسة لإيجاد بدائل اقتصادية متنوعة لاقتصاديات غلب عليها طابع التمركز حول قطاع معين يكون المساهم الأكبر في ناتجها المحلي الإجمالي دُونًا عن القطاعات الأخرى مما أدى فيها إلى ضعف مستوى النمو الاقتصادي، حيث خصصت الدراسة لتناول ثلاث بلدان مغاربية تشابهت اقتصادياتها وهي الجزائر، تونس، المغرب لفترة زمنية من 1995 إلى 2017، وتم فيها دراسة مجموعة من المتغيرات تمثلت في الناتج المحلي الإجمالي، قطاع الزراعة، قطاع الصناعة، قطاع السياحة، قطاع النفط، قطاع الغاز الطبيعي التي تم إدراجها ضمن برنامج إحصائي Eviews 10 باستخدام نموذج الانحدار الذاتي للفجوات الزمنية الموزعة المتباطئة (ARDL) وقد توصلت الدراسة إلى:  اتضح وجود قطاعات بديلة ومساهمة في الناتج بنسب معتبرة بالنسبة للجزائر قطاع الزراعة هو البديل وتونس مزيج بين قطاعين قطاع الزراعة والصناعة والمغرب قطاع الصناعة؛  إن وجود القطاعات البديلة في حد ذاته غير كافٍ لدفع عجلة النمو الاقتصادي في البلدان المغاربية بل يعتمد بشكل كبير على الظروف المحيطة بالتنمية وحجم الموارد الاستثمارية المتاحة لها، والاعتماد على القطاع القائد لدفع بقية القطاعات الأخرى. This study aims to find various economic alternatives to economies that are dominated by a certain sector, which is the largest contributor to its GDP comparing with other sectors, which led to a weak level of economic growth. The study was devoted to three Maghreb countries similar in Its economies which are Algeria, Tunisia, Morocco for a period of time from 1995 to 2017. A set of variables were studied such as GDP, agriculture, industry, tourism, oil sector, natural gas sector, which were included in the Eviews 10 statistical program using the ARDL model . The main findings of the study were:  The existence of alternative sectors and contribution to output in significant proportions: for Algeria agriculture is the alternative, for Tunisia a mix between the agriculture and industry , for Morocco the industrial sector.  the fact of existence of an alternative sector is not sufficient to drive economic growth in the Maghreb countries, but it depends heavily on the conditions surrounding development and the size of the investment resources available to it, and the reliance on the leading sector to drive the other sectors.
