المجلس التنفيذي للولاية في ظل المرسوم التنفيذي رقم 22-54 في الجزائر

Résumé: المجلس التنفيذي للولاية المحددة مهامه وتنظيمه وسيره بموجب المرسوم التنفيذي رقم 22-54 المؤرخ في 02 فبراير 2022 المتضمن إنشاء مجلس تنفيذي للولاية، والذي يحل محل مجلس الولاية المنصوص عليه في المادة 03 والمواد من 17 إلى 30 من المرسوم التنفيذي رقم 94-215 المؤرخ في 23 يوليو 1994 الذي يحدد أجهزة الإدارة العامة في الولاية وهياكلها. ينشأ المجلس التنفيذي للولاية تحت سلطة الوالي بإعتباره ممثل الدولة ومفوضا للحكومة، ويجتمع برآسته أو برآسة الأمين العام للولاية في حال غياب الوالي، من أجل ضمان تنفيذ قرارات الحكومة والمجلس التنفيذي للولاية دراسة كل المسائل التي يعرضها عليه الوالي أو أحد أعضاء المجلس التنفيذي، كما يشكل هذا الأخير إطارا للتشاور والتنسيق بين مختلف مصالح الدولة والهيئات العمومية على مستوى الولاية، ويعتبر المجلس التنفيذي للولاية إضافة إلى ذلك جهة إقتراح وإبداء في المسائل التي تندرج في إطار المهام الموكلة له. The executive assembly of the province has its missions, organization and functioning are defined by the executive decree No. 22/54 dated February 2nd 2022 bearing the creation of the executive assembly of the province, which replaces the assembly of the province which was made provision for in article 03 and articles 17 to 30 of the executive decree No. 94/215 dated July 23rd 1994 determining the apparatuses and structures of the public administration in the province. The executive assembly of the province is created under the authority of the governor being the representative of the State and the delegate of the government. It meets under his presidency or the secretary general of the province in case of absence of the governor in order to execute and follow-up the orders of the government and the people’s provincial assembly. Under this quality, the executive assembly of the province is in charge of the study of all issues submitted by the governor or one of the members of the executive assembly. The latter constitutes framework for consultation and coordination between the different services of the State and the public organisms at the level of the province. In addition, the executive assembly of the province is considered as the part that makes propositions on issues which are part of its missions.
