مشروع بلوم- فيوليت: اصلاحات ضائعة بين تماطل حكومة الجبهة الشعبية و سلطة اللوبي الجزائري )1936م- 1938م(

Résumé: توالت الحكومات على الجزائر المستعمرة ، دون احداث تغيير يذكر لصالح الاهالي الجزائريين ، او الوفاء بوعود الاصلاح التي لطالما طالب بها هؤلاء في ظل سيطرة المستوطنين الواسعة وانتهاج سياسية قمعية ضد كل ما من شانه ادخال اصلاحات سياسية واجتماعية . لكن الامل تجدد بوصول الجبهة الشعبية للحكم في فرنسا سنة 1936 وظهور بعض المشاريع الاصلاحية في الجزائر لصالح الاهالي المسلمين ، من بينها اعادة بعث "مشروع فيوليت" او ما يعرف "بمشروع بلوم فيوليت". والذي يقضي بوضع اصلاحات جديدة للجزائريين المسلمين خاصة الحقوق السياسية والنيابية . سأحاول في هذا المقال ان اقف على محتوى هذا المشروع ، ومدى استجابته لمطالب الاصلاح التي طال انتظارها خاصة في شقها السياسي ، وردود الفعل المختلفة حوله ، وهل هو فعلا اصلاحات ضائعة لم يستغلها المسلمون الجزائريون لصالحهم ؟ ولماذا لم يصادق عليه ليصبح قانونا قابلا للتنفيذ ؟ Abstract: Many governments ruled colonial Algeria, without causing any change in favor of Algerians, or deliver on promises of reform which were long reclaimed by these latter under the broad control of the settlers and the adoption of political repression against all that would introduce political and social reforms However, hope was revived by the arrival of the Popular Front to power in France in 1936 and the emergence of some of the reform projects in Algeria for the benefit of Muslim residents, including: revival of "Violet Project" or what is known as "Bloom Violet Project"; which aimed at setting new reforms to the Algerians Muslims especially concerning the political and parliamentary rights. This article tries to take a deep look at the content of this project, and its responsiveness to the demands of reform that were long awaited especially in its political section, the various reactions towards it, if it was actually lost reforms not exploited by Algerians Muslim in their favor? and why it was not ratified into an executable law?
