إشكالية الإعتراف والقياس المحاسبي لإنخفاض قيمة الأصول في البيئة المحاسبية الجزائرية

Résumé: تهدف هذه الدراسة إلى معرفة إشكالية الاعتراف و القياس المحاسبي لانخفاض قيمة الأصول في البيئة الجزائرية ، إذ قمنا بإتباع المنهج الوصفي من خلال عرض مفاهيم حول انخفاض القيمة والاعتراف والقياس المحاسبي في الجزء النظري ، تم الاعتماد على منهج دراسة الحالة في الجزء التطبيقي ، أما فيما يخص الأدوات المستخدمة فقد استعنت بالمقابلة كأداة عملية من أجل جمع المعلومات و كذا الإطلاع المباشر على وثائق سير العمل داخل مؤسسة اتصالات الجزائر . وقد تم التوصل إلى عدت نتائج أهمها : - أن المؤسسة الجزائرية تطبق بما جاء به النظام المحاسبي المالي SCF في معالجة انخفاض القيمة وهو مطابق نوعا ما لما جاء في المعيار الدولي 36 . - لا تتوفر البيئة المحاسبية الجزائرية على متطلبات القيمة العادلة مما أدى إلى الإعتماد على التكلفة التاريخية . ذلك لعدم وجود سوق نشط . The objective of this study is to investigate the problem of accounting recognition and accounting measurment for the impairment of assets in the Algerian environment. We have followed the descriptive approach by presenting concepts of impairment, recognition and accounting measurement in the theoretical part. The tools used have been used as a practical tool for collecting information and direct access to the workflow documents within the Algerian Telecom Corporation. The results have been reached, the most important of which are: - The Algerian institution is applied in accordance with the financial accounting system SCF in the treatment of impairment and is somewhat similar to what is stated in International Standard 36. - The Algerian accounting environment does not have fair value requirements, which has led to reliance on historical cost. That is because there is no active market.
