تقييم أداء السياسة الجبائية في ترقية الاستثمار بالجزائر - دراسة حالة الوكالة الوطنية لتطوير الاستثمارات للفترة( 2015- 2019)-

Résumé: تهدف هذه الدراسة إلى إبراز دور السياسة الجبائية في ترقية الاستثمار بالجزائر، انطلاقا من المزايا الجبائية الممنوحة والقوانين الاستثمارية المسطرة من طرف الدولة في إطار الوكالة الوطنية لتطوير الاستثمارات. وهذا من خلال التطرق للجوانب النظرية لكل من السياسة الجبائية والاستثمار، وتحليل إحصائيات الاستثمار الصادرة عن الوكالة خلال الفترة 2015- 2019. حيث توصلت الدراسة إلى أن أداء السياسة الجبائية في ترقية الاستثمار يبقى مقبول نوعا ما، في ظل ارتفاع حصيلة المشاريع الاستثمارية بين القطاعات الاقتصادية ومناصب الشغل المستحدثة التي تتصدر الاستثمارات المحلية، ولكن تبقى دون المستوى بالنسبة للاستثمارات الأجنبية التي تكاد تكون منعدمة. الأمر الذي يستدعي من الدولة تهيئة الأرضية المناسبة وبذل المزيد من الجهود لجذب المستثمر الأجنبي، وبالتالي تحقيق النمو والتنمية الاقتصادية. Abstract: The aims of this study is to highlight the role of tax policy in the promotion of investment in Algeria, based on the fiscal advantages granted and the investment laws governed by the State within the framework of the National Investment Development Agency. This is done by addressing the theoretical aspects of both fiscal policy and investment, and by analysing the investment statistics issued by the Agency during the period 2015-2019. The study found that the performance of the tax policy in the promotion of investment remains somewhat acceptable, given the high output of investment projects between the economic sectors and the newly created jobs that lead domestic investments, but remain below the level of foreign investments that are virtually non-existent. This requires the State to create the appropriate ground and make further efforts to attract the foreign investor, thereby achieving growth and economic development.
