تقييم تنافسية الاقتصاد الجزائري وفق معيار جودة البنية التحتية

Résumé: يهدف هذا البحث إلى الوقوف على واقع جودة البنية التحتية على المستوى الوطني، وهذا من خلال تسليط الضوء على المصادر التقليدية والحديثة لتمويل البنية وموقع الجزائر بالنسبة للدول العربية في المؤشرات الفرعية لجودة البنية التحتية. وقد خلصت الدراسة إلى أنه بالرغم من حجم الأموال الكبيرة التي تم إنفاقها في هذا المجال تبقى تنافسية الاقتصاد الجزائري وفق مؤشر البنية التحتية ضعيفة، خاصة فيما يتعلق بكفاءة البنية التحتية للنقل و كثافة شبكة السكك الحديدية، وهذا ما يفسر ترتيب الجزائر في تقارير التنافسية العالمية الصادرة عن المنتدى الاقتصادي العالمي في السنوات الأخيرة. كلمات مفتاحية: البنية التحتية ؛ الشراكة بين القطاعين العام والخاص، الاستثمار. تصنيفات JEL : H54، L92، L97 This study aims to clarify the reality and the fact of the infrastructure quality in Algeria, by shedding the light on the traditional and modern sources of infrastructure financing, and the position of Algeria in the secondary infrastructure scales of Arab countries. The study reached a major result that shows although the important financing on the infrastructures, the competitiveness of the Algerian economy rests weak especially about the efficiency of the transportation infrastructure and the railways; therefore, the ranking of Algeria in the last years is late according to the international competitiveness reports issued by the world economic forum.
