إدارة الجودة الشاملة مدخل لإصلاح قطاع التعليم العالي في الجزائر في سياق التنمية المستدامة

Résumé: الملخص: تقع مهمة تحقيق أهداف التنمية المستدامة على المستوى الوطني والدولي على عاتق قطاع التعليم بصفة عامة وبشكل خاص على الجامعة باعتبارها الأداة الأهم والأكثر فعالية في العملية التنموية والرفع من القدرات الإبداعية للموارد البشرية وكذا من مستوى تأهيلها، فعليها يقع عبئ تطوير أجهزة الدولة ومؤسساتها وتوجيه نشاطاتها الوجهة الصحيحة التي تخدم أهداف التنمية الوطنية الشاملة. الجامعة الجزائرية كباقي جامعات العالم هي الأخرى تسعى لتطبيق نظام ضمان الجودة من أجل مواصلة الإصلاحات التي قامت بها الدولة في هذا المجال ومواجهة التحديات والصعوبات والخصوصيات التي تميز منظومة التعليم العالي في الجزائر.ستحاول هذه الدراسة العلمية التأسيس لبحث واقع ومدى انخراط مؤسسات التعليم العالي في فلسفة إدارة الجودة كنظام شامل يساعد كل الفاعلين في مؤسسة الجامعة للرقي بمخرجاتها من خلال الاستجابة لمتطلبات بيئتها السوسيو-إقتصادية؛ وضمان دور ريادي في تحقيق أهداف التنمية المستدامة من خلال ترسيخ قيم الالتزام بمبادئ نظام إدارة الجودة الشاملة، وتوفير متطلبات تطبيقه، في سبيل الارتقاء بمستوى الأداء الأكاديمي بشكل مستمر، عن طريق الاستثمار الفعال لطاقات أعضاء هيئة التدريس، إضافة إلى المراجعة المستمرة للأهداف والبرامج، من أجل تحقيق الاستجابة السريعة لحاجات المجتمع بصورة دائمة.. الكلمات المفتاحية: إدارة الجودة الشاملة-التعليم العالي- الجزائر- التنمية المستدامة. Abstract: Sustainable development in any country falls on the shoulders of education in general and in particular on the university, as it is the most important tool in the development process, raising the creative capabilities of human resources and raising the level of their qualification. The Algerian University is the other one in light of the growing interest in implementing the quality assurance system in order to continue the reforms undertaken by the state in this field and face the challenges and peculiarities that characterize the higher education system in Algeria. This study will attempt to studies the reality and extent of the involvement of higher education institutions in the philosophy of quality management as a comprehensive system that helps all actors in the university to promote its outputs by responding to the requirements of its socio-economic environment and ensuring a leading role in achieving sustainable development goals by establishing the values of adherence to the principles of a comprehensive quality management system by effectively investing the energies of faculty members, in addition to the continuous review of goals and programs, in order Achieve rapid response to the needs of society on a permanent basis.
