Résumé: تعتبر الرقابة الادارية ( الوصاية الادارية )، من أهم الآليات القانونية التي يتم من خلالها تقييم أداء المجالس المحلية المنتخبة ، و ضمان احترامها لقواعد المشروعية ، و حتى تحقق هذه الرقابة فاعليتها لا بد أن يتم فيها الموازنة بين استقلالية المجالس المحلية المنتخبة و اعتبارات المشروعية . Administrative control (administrative guardianship) is considered one of the most important legal mechanisms through which the performance of the elected local councils is evaluated, and that they respect the rules of legality, and for this control to achieve its effectiveness, a balance must be made between the independence of the elected local councils and considerations of legitimacy.
