الديمقراطية التشاركية كآلية لتفعيل الحوكمة على المستوى المحلي

Résumé: ملخص يهدف هذا البحث إلى دراسة مفهوم الحكم الديمقراطية التشاركية من أجل معرفة الطرق الأفضل لتسيير الجماعات المحلية باستخدام معايير مؤسسية كفؤة تشجع على المزيد من الحوكمة. يسلط البحث أيضا الضوء على الآليات السياسية التي تساهم في توسيع عملية صنع القرار لتأسيس الحكم المحلي التشاركي. ويوضح أن الحكم التشاركي هو البديل الذي يركز على المشاركة الديمقراطية، لا سيما من خلال الممارسات التداولية. توصل البحث إلى أن الحكم التشاركي يسعى إلى تعميق مشاركة المواطنين في العملية الحكومية المحلية من خلال عدد من المسائل المترابطة والمتعلقة بكفاءة المواطن، والتمكين، وبناء القدرات من حيث صلتها بالحكم، وتقييم تأثير الحوكمة المحلية على تقديم الخدمات، والإنصاف الاجتماعي، والتمثيل السياسي. abstract This research aims to study the concept of participatory democracy in order to know the better ways to govern local collectivities using better institutional parameters that encourage a more governance. The research also bring to light the political mechanisms that contribute to broadening the decision‐making process to establish the participatory local governance. It explains that participatory governance is a variant, which puts emphasis on democratic engagement, in particular through deliberative practices. The research found that Participatory democracy seeks to deepen citizen participation in the local governmental process by interrelated questions of citizen competence, empowerment, and capacity building as they relate to participatory governance, and evaluates the impact of local governance on service delivery, social equity, and political representation.
