منصب الخزناجي في عهد الدايات بالجزائر (1671م-1830م ): المهام والأدوار

Résumé: تعرض هذه الدراسة البحثية التاريخية جانبا إداريا مهما في إيالة الجزائر خلال العهد العثماني من خلال تحليل المهام والأدوار المرتبطة بمنصب الخزناجي ،أحد أبرز المناصب السامية في جهاز الحكم وتركز الدراسة في فترة حكم الدايات حيث كانت الإدارة الجزائرية ،أكثر تنظيما،خاصة فما يتعلق بضبط وتحديد مهام كبار الموظفين في جهاز الحكم، ويسعى البحث لإبراز هذا المكانة المرموقة التي حظي بها هذا المنصب ،واستكمالا لجهود الباحثين في دراسة تاريخ الإدارة والنظم السياسية في إيالة الجزائر جاءت هذه الورقة لتسلط الضوء على منصب الخزناجي ضمن سياقه التاريخي خلال عهد الدايات (1671-1830م) ،وذلك من خلال تأثيراته المتعددة على بنية الدولة ،وقد تمت الاستعانة بالوثائق الموجودة بالأرشيف الوطني الجزائري ،الرصيد العثماني من مجموعة الوثائق العثمانية سجلات البايلك وبيت المال ، بهدف تتبع الوقائع المرتبطة بالشخصيات التي تولت المنصب وتحليل طبيعة الوظيفة وأدوارها الإدارية والعسكرية ،وتبين نتائج الدراسة أن هذا المنصب دور كبير في تعزيز مكانة الإيالة في مراحل معينة ،لكنه أسهم لاحقا ،بشكل غير مباشر في بعض مظاهر التدهور التي عرفتها الإدارة العثمانية بالجزائر . This historical research study presents an important administrative aspect in the province of Algiers during the Ottoman era by analyzing the tasks and roles associated with the position of Al-Khaznaji, one of the most prominent senior positions in the government apparatus.The study focuses on the period of the rule of the deys, when the Algerian administration was more organized, especially with regard to controlling and defining the tasks of senior officials.Employees in the government apparatus, and the research seeks to highlight the prestigious position that this position enjoyed In continuation of the efforts of researchers in studying the history of administration and political systems in the province of Algiers, this paper came to shed light on Al-Khaznaji’s position within its historical context during the era of the Deyas (1671-1830 AD), through his multiple influences on the structure of the state .The documents found in the Algerian National Archives were used, the balance The Ottoman collection of Ottoman documents, records of the Beylik and the Treasury, With the aim of tracking the facts related to the personalities who held the position and analyzing the nature of the job and its administrative and military roles, the results of the study show that this position played a major role in strengthening the position of the Eyala at certain stages, but it later contributed, indirectly, to some of the manifestations of deterioration that the Ottoman administration experienced in Algeria.
