التنميـة الإقليمية المتوازنـة دراسـة في الأبعـاد والأسس
Résumé: ارتبطت عملية تحقيق التنمية الإقليمية المتوازنة من خلال الدراسة في الأبعاد و الأسس في الجزائر بمسألة التنمية وبالتحديد التنمية المحلية، حيث أن أي دولة من الدول حتى تقوم بمواجهة التحولات السياسية والاقتصادية الحاصلة في العالم لابد من توافر مبادئ الحكم الراشد التي يقوم عليها إلا أنه لابد من توافر نظام إداري وحكومي لا مركزي حتى يكون من السهل تحقيق مبادئ الحكم الراشد. وقد تم توسيع نطاق مشاركة المواطنين في عملية الحكم و تقليص دور الدولة ومنحت مؤسسات المجتمع المدني والقطاع الخاص دوار كبيرا في عملية التنمية، كذلك فإن ترشيد الإدارة المحلية له دور كبير في تحقيق التنمية الوطنية الشاملة ، ويكون كل ذلك عن طريق إشراك المواطن الذي يعتبر أساسيا مهما في عملية التنمية المحلية وكونه قريبا من الإدارة وجزء أسياسيا من عملية التنمية. ومن خلال كل ما تطرقنا له في دراستنا توصلنا إلى أن للجزائر الكثير من مقومات التنمية على كل المستويات ، فإذا قامت بوضع استراتيجيات قوية ومدروسة ومبنية على أسس علمية فإنهاستحققتنميةفعالةفيكلمجالاتهاإلاأننانحتاجإلى الإرادة السياسية الصادقة والقوية ونحتاج إلى تفعيل الرقابة على كل المشاريع التنموية. الكلمات المفتاحية : التنمية ، الإقليم و الإقليمية ، التنمية الإقليمية . Abstract : The process of achieving balanced regional development through the study of the dimensions and foundations in Algeria has been linked to the issue of development, specifically local development, as any country in order to confront the political and economic transformations taking place in the world must have the principles of good governance on which it is based.
