السياسات الدفاعية الروسية : الحرب الهجينة نموذجاً

Résumé: أدت الأزمة الأوكرانية سنة 2014 إلى إعادة التفكير في مفهوم الحرب في بعدها العام وفي مفهوم الحرب الهجينة في بعدها الخاص، إذ أن طبيعة العمليات المختلطة بين ما هو سياسي وأمني وبين ما هو عسكري ومدني، قد ألغى الحدود بين الوسائل العسكرية التقليدية و غير التقليدية، ودفع بعمق نحو اكتشاف الدلالات المفاهيمية والنظرية للحرب الهجينة. من أجل ذلك تسعى الدراسة إلى إلقاء الضوء على مضامين الحرب الهجينة عامة و الروسية خاصة، من حيث رؤية السياسات الدفاعية الروسية لها نظرياً وتطبيقاً، لتصل الدراسة في الأخير إلى توضيح خصائص و أساليب الحرب الهجينة الخاصة بروسيا الراهنة وانعكاساتها على الأمن الوطني الروسي The Ukrainian crisis in 2014 led to a rethinking of the concept of war in its general dimension and in the concept of hybrid warfare in its own dimension, as the nature of the mixed operations between what is political and security and what is military and civil, has removed the boundaries between traditional and unconventional military means, and paid Deeply towards discovering the conceptual and theoretical implications of hybrid warfare. For this purpose, the study seeks to shed light on the contents of hybrid warfare in general and Russian in particular, in terms of seeing Russian defense policies in theory and practice, so that the study finally explains the characteristics and methods of hybrid warfare of current Russia and its implications for Russian national security.
