الحوار الاجتماعي في مستويات العمل الدولية

Résumé: لقد بين التطور التاريخي لعلاقات العمل، أن فاعلية الحوار الاجتماعي و نتائجه تتوقف إلى حد كبير على ما يتمتع به أطراف علاقة العمل من حرية في تكوين منظماتهم، و ممارستها لنشاطها دون تدخل خارجي، لذلك فإن هناك إجماع دولي على أن نجاح الثلاثية _باعتبارها أهم إطار للحوار الاجتماعي_ يقتضي أن يتم الحوار بين منظمات مهنية مشروعة و معترف بها( نقابات العمال أو نقابات أصحاب الأعمال)، سليمة التمثيل و تتمتع بحق ممارسة حرية التعبير و الاستقلالية. The historical development of labor relations has shown that the effectiveness of social dialogue and its results depends to a large extent on the freedom of the parties to the labor relationship to form their organizations,and exercise its activity without outside interference, therefore, there is an international consensus that the success of the tripartite, as the most important framework for social dialogue, dialogue should take place between legitimate and recognized professional organizations (trade unions or employers' unions), which are well represented and enjoy the right to exercise freedom of expression and independence.
