تفعيل آليات الحوكمة ودورها في تحسين أداء المؤسسات العمومية نماذج لتجارب دولية رائدة

Résumé: إنشاء و تفعيل المبادئ التوجيهية بشأن حوكمة المؤسسات العمومية، يعتبر من الركائز الاساسية لنجاح أي مؤسسة عمومية، لكن هذه الآليات قد تختلف نجاعتها وفعاليتها بإختلاف الخصائص التي تتميز بها المؤسسات العمومية من دولة لأخرى. تهدف هذه الدراسة إلى تبيان دور آليات الحوكمة في تحسين أداء المؤسسات العمومية وهذا من خلال بعض النماذج الرائدة في العالم. كما خلصت الدراسة إلى أن تبني مفهوم الحوكمة في المؤسسات العمومية يعد عنصرا أساسيا في التنمية الاقتصادية على أن تدار هذه المؤسسات من خلال نظام حوكمة يتسم بالفاعلية والشفافية والمسؤولية The establishment and implementation of guidelines on the governance of public institutions is considered as one of the main pillars to the development of any public institution. However, these mechanisms may vary in their effectiveness with different characteristics that are described by public institutions from one country to another. The present work aims at showing the role of governance mechanisms in improving the performance of public institutions through some of the leading models in the world. Furthermore, this study concluded that the adoption of the concept of governance in the public institutions is a vital element of the economical development, to be managed through these institutions Effective, transparency and the responsibility of governance system
