مدى وعي الجمهور العربي بالمواطنة الرقمية

Résumé: هدفت هذه الدراسة بشكل رئيس إلى معرفة مدى وعي الجمهور العربي بالمواطنة الرقمية من ناحية مفهومها وأبرز محاورها. وارتكزت على المنهج المسحي، فقد شمل المسح عينة مُتاحة، وتم استخدام أداة الاستبانة لجمع المعلومات من 1071 مفردة، مُمثلة للجمهور في مختلف الدول العربية. وقد خلصت الدراسة المسحية إلى وجود نسبة كبيرة من العينة مقدارها 41.4 بالمائة يجهلون مصطلح المواطنة الرقمية، مقابل النسبة ذاتها لمن لهم علمٌ مُسبق به، وذلك في الوقت الذي يحمل فيه الغالبية اتجاهات إيجابية نحو محاور المواطنة التسعة التي من أبرزها: الوصول الرقمي، اللياقة الرقمية، الحقوق والمسؤوليات الرقمية، الصحة والسلامة الرقمية، والأمن الرقمي. إلى ذلك، فإن أهم ما أوصت به الدراسة تدشين حملات إعلامية للتعريف والتوعية بالمواطنة الرقمية في الدول العربية، فضلاً عن إدراج المواطنة الرقمية ضمن المناهج التعليمية في المدارس والجامعات. This study aimed mainly to know the extent of the Arab public's awareness of digital citizenship in terms of its concept and its most prominent themes. Based on the survey method, the survey included an available sample, and the questionnaire tool was used to collect information from 1071 singles, represented to the public in various Arab countries. The survey found that a large percentage of the sample about 41.4% are ignorant of the term digital citizenship, as opposed to the same percentage of those who have prior knowledge of it, while the majority carry positive trends towards the nine main themes of citizenship, the most prominent of which are: digital access, digital fitness, digital rights and responsibilities, digital health and safety, and digital security. In addition, the most important recommended by the study is the launch of media campaigns to introduce and raise awareness of digital citizenship in Arab countries, as well as the inclusion of digital citizenship in the curriculum in schools and universities.
