التّعايشُ اللّغويّ ودوره في تحقيقِ الأمنِ الثّقافيِّ الجزائريِّ Linguistic Coexistence And Its Response To The Achievement Of Algerian Cultural Security

Résumé: تهدف هذه الورقة البحثية إلى تحديد مفهوم التّعايش اللّغوي بوصفه ظاهرة اجتماعية لغوية سائدة في العديد من المجتمعات من بينها المجتمع الجزائري، إذ تسعى الدّولة الجزائرية من خلال سنّ القوانين واتّخاذ التّدابير اللاّزمة إلى تحقيق السلم والأمن اللّغوي والثقافي بين لغتيها القوميّتين: العربيّة والأمازيغيّة. إنّ تحقيق التّعايش اللّغوي بين اللّغات القوميّة في الرّقعة الجغرافيّة الواحدة ليس بالأمر الهيّن، بل هو نتيجة لتنازلات وتضحيات تقوم بها السلطة العليا في البلاد والمواطنين على حدّ سواء، وهذا من شأنه أن يحفظ ويحقق الهويّة والوحدة الوطنيّتين. إذن فما هو مفهوم التّعايش اللغوي؟ وماهي العلاقة بينه بين الأمن اللغوي؟ وكيف تتعايش اللغة العربية واللغة الأمازيغية في المجتمع الجزائري؟ توصلت ورقتنا البحثية إلى أن العلاقة بين اللغة العربية واللغة الأمازيغية علاقة تكاملية موجودة منذ وجود العرب والأمازيغ أنفسهم ، وأنّ ترقية اللغتين بوصفهما لغتا القومية الجزائرية ضرورة وأساس لضمان تقدّم البلاد وأمانها القومي واللغوي. Abstract: This research paper aims to define the concept of linguistic coexistence as a socio-linguistic phenomenon prevalent in many societies, including the Algerian society. Achieving linguistic coexistence between national languages in one geographical area is not an easy matter, but rather it is the result of concessions and sacrifices made by the supreme authority in the country and citizens alike, and this would preserve and achieve national identity and unity. So what is the concept of linguistic coexistence? What is the relationship between it and linguistic security? How do the Arabic language and the Berber language coexist in Algerian society ? Our research paper concluded that the relationship between the Arabic language and the Berber language is an integrative relationship that has existed since the existence of the Arabs and the Berbers themselves, and that the promotion of the two languages as the languages of the Algerian nationalism is a necessity and basis to ensure the country's progress and its national and linguistic security.
