لعبة القوى الكبرى في المغرب العربي: الرهانات الإستراتيجية للتنافس الأوروبي-الأمريكي وموقف الدول المغاربية منه

Résumé: ملخص الدراسة تهتم هذه الدراسة بتفحص واقع منطقة المغرب العربي إقليميا ودوليا في إطار التنافس الأوروبي-الأمريكي، وكيف تشكل مسألة الأمن الإقليمي محورا رئيسا ورهانا استراتيجيا مشتركا لتنافس الولايات المتحدة الأمريكية وأوروبا كقوتين كبريتين في المنطقة المغاربية خاصة في إطار العولمة الاقتصادية من جهة والتداعيات الأمنية لـ"الثورات العربية" على المنطقة من جهة أخرى. تكمن أهمية الدراسة بعد التطرق إلى المقاربات المساعدة على التحليل، في الوقوف على أهم العوامل والرهانات الإستراتيجية المؤدية إلى التحول الفعلي لسياستي أوروبا وأمريكا إزاء هذا الإقليم. انطلاقا من القسمين السابقين للدراسة، تحاول هذه الأخيرة، تحليل ردود فعل البلدان المغاربية حيال التفاعلات الإستراتيجية الأوروبية والأمريكية التي تترسخ في منطقتها وفيما إذا كان هناك موقف مغاربي في مواجهة هذا التنافس بين هاتين القوتين ومدى فعاليته كطرف ثالث في هذه اللعبة المتوسطية . Abstract The aim of the present study is to examine Maghreb region in the EU-USA competition framework. The fundamental issue on which the following reflexions are based can be summed up as follows: how can regional security issue become a common central axis and a strategic bet to the EU and USA as super powers in the Maghreb region; especially in the globalization framework and under the shadow of the Arabic revolutions security effects on the Maghreb region (part1). Following an inductive approach, this study will be argued that the strategic bets are the main factors of the practical transition in the European and American policies towards the Maghreb region (part 2). Finally, drawing from the two previous sections, this study will attempt to raise some fundamental issues about the Maghreb countries reactions towards the EU and the USA strategic interactions in the region. The problem in asking for such a competition is the asymmetry between the Maghreb states policies in reaction and how they are playing as the third actor in this Mediterranean game, which challenges the Maghreb countries union (part 3).
