Public -private Partnership To Develop The Infrastructure Of Transport With A Reference To The Experience Of The Construction Of Algiers Metro

Résumé: This study aims to review the role of public-private partnerships in the field of transport infrastructure, and highlights the impact of foreign direct investment on improving transport efficiency. The last part of the paper also reviews Algeria's experience in this field through a case study of the completion of the Algiers Metro project during the completion and management stages. The study depends on the descriptive analytical method. The results of the study showed the most important issues that policymakers in developing countries must take into account in order to attract foreign direct investment towards the transport sector by strengthening the partnership between the public and private sectors, and the critical importance of technology transfer and its role in developing and operating effective transport infrastructure and services. تهدف هذه الدراسة إلى استعراض دور الشراكات بين القطاعين العام والخاص في مجال البنية التحتية للنقل، وتسلط الضوء على تأثير الاستثمار الأجنبي المباشر على تحسين كفاءة النقل. كما يستعرض الجزء الأخير من الورقة تجربة الجزائر في هذا المجال من خلال دراسة حالة مشروع إنجاز مترو الجزائر خلال مرحلتي الإنجاز و التسيير.و تعتمد الدراسة على المنهج الوصفي التحليلي. و أظهرت نتائج الدراسة أهم القضايا التي يتعين على واضعي السياسات في البلدان النامية أخذها في الاعتبار من أجل جذب الاستثمار الأجنبي المباشر نحو قطاع النقل من خلال تعزيز الشراكة بين القطاعين العام والخاص، و الأهمية الحاسمة لنقل التكنولوجيا و دورها في تطوير وتشغيل البنية التحتية والخدمات الفعالة للنقل.
