الصكوك الإسلامية ودورها في تمويل التنمية المستدامة : دراسة مقارنة بين التجربة الماليزية و التجربة السودانية

Résumé: تهدف هذه الدراسة إلى إبراز دور الصكوك الإسلامية في عملية تمويل التنمية المستدامة، وإسقاط ذلك على التجربتين الماليزية والسودانية، باعتبارهما تجربتين دوليتين رائدتين في مجال إصدار الصكوك الإسلامية لتمويل التنمية المستدامة. توصلت الدراسة إلى أن الصكوك الإسلامية هي أداة تمويلية فعالة تساهم في تمويل العملية التنموية، سواء من الناحية الاقتصادية أو الاجتماعية أو البيئية، وبالتالي تعزيز التنمية المستدامة، وذلك من خلال قدرتها على تعبئة الموارد المالية وتوجيهها نحو الاستثمارات المستدامة، كما توصلت الدراسة أيضا إلى نجاح كل من التجربة الماليزية والتجربة السودانية في إصدار الصكوك الإسلامية من أجل تمويل التنمية المستدامة، غير أن التجربة الماليزية هي تجربة ناجحة بامتياز، رغم التحديات التي تواجهها سواء كانت قانونية أوتشريعية. The objective of this study is to highlight the role of Islamic Sukuk in the process of sustainable development financing, with an application to the Malaysia and Sudan, as they are considered experiences in the issuance of Islamic Sukuk for sustainable development financing. The study concluded that Islamic Sukuk is an effective financing tool that contributes to the development process, whether from an economic, social, or environmental perspective, thereby enhancing sustainable development. This is achieved through its ability to mobilize financial resources and direct them towards sustainable investments. The study also found that both the Malaysian and Sudanese experiences in issuing Islamic Sukuk for sustainable development financing were successful, despite the legal and regulatory challenges they faced.
