Résumé: إن الهدف من دراسة موضوع الموارد البشرية و الاهتمام به كونه من اولي اهتمامات المفكرين والإداريين علي مر العصور ذلك لما يتوقف عليه هذا الاهتمام والذي يرجع أساس بتنمية الانسان وقد اعتبر لفترة طويلة انه هو المحرك الرئيسي للوظائف لجميع المؤسسات والادارات لذلك كان لزاما علي المفكرين ان يجعلوا له حيزا كبيرا ودراسة معمقة في نتائج التي تظهر علي مختلف الميادين سواء كانت اقتصادية او اجتماعية، ان الموارد البشرية هي التي تبني التنمية في جميع الجوانب سواء كانت اجتماعية او اقتصادية او سياسية لذاك تطرقة الي هدا الموضوع لأهميته التي اعتبرها استراتيجية ناجحة من خلال ما تكلمة عنه في هذا الموضوع علي ان أكون قد جانبة الصواب في دراستي هذه او زدت اضفة ولو شيء القليل الي وجوب الاهتمام بالموارد البشرية وعدم التركيز أساسا علي الموارد المالية وبذلك كنت اقصد الدول النامية او التي هي في طريق النمو وخاصة الجزائر .
