الآثار الإقتصادية لجائحة فيروس كورونا (كوفيد19)على المالية العامة في الجزائر وسبل مواجهتها

Résumé: تهدف هذه الدراسة إلى معرفة الآثار الاقتصادية لفيروس كورونا (كوفيد 19) على الإيرادات العامة في الجزائر وانعكاساتها على الإنفاق والدين العام، مع تقديم سبل مواجهة هذه الآثار. وقد توصلت الدراسة إلى أن المبادرات المتخذة من طرف الدولة لمواجهة فيروس كورونا (كوفيد 19) أثرت سلبا على المالية العامة في الجزائر، حيث أدت إلى تراجع الإيرادات الضريبية بسبب تراجع النشاط الإقتصادي وتأجيل الإقرارات الضريبية. كما أدت إلى تراجع الإيرادات البترولية نتيجة تراجع أسعار النفط لانخفاض الطلب عليه. مما أثر على نفقات الدولة، حيث ارتفع الإنفاق الجاري للدولة نتيجة ارتفاع تكاليف الصحة، مقابل تراجع الإنفاق الإستثماري. مما ساهم في ارتفاع العجز الكلي للموازنة العامة للجزائر، والدين العام. This study aims to know the economic effects of the Corona virus (Covid 19) on public revenues in Algeria and its reflections on public spending and debt, while presenting ways to counter these effects. The study found that the initiatives taken by the state to confront the Corona virus (Covid 19) negatively affected the public finance in Algeria, as it led to a decline in tax revenues due to the decline in economic activity and the postponement of tax returns. It also led to a decline in oil revenues as a result of the decline in oil prices due to the decrease in demand for it. This affected the state's expenditures, as the state's current spending increased as a result of the rise in health costs, in contrast to the decline in investment spending. This contributed to the rise in the total deficit of the general budget of Algeria, and the public debt
