دور رقمنة الإدارة العمومية في الحد من مظاهر الفساد المالي والإداري في الجزائر (حالة رقمنة الإدارة الجبائية)

Résumé: تهدف هذه الدراسة إلى عرض مفهوم وأهداف رقمنة الإدارة العمومية وخصائصها وإبراز مشروع الإدارة الإلكترونية في الجزائر والتحديات التي يواجهها وإسقاط ذلك على رقمنة الإدارة الجبائية ودورها في الحد من مظاهر الفساد المالي والإداري بعد ما شهدت التعاملات الإلكترونية وكذا تطبيقات الحكومة أو الإدارة الإلكترونية في الآونة الأخيرة، خاصة بعد تداعيات الأزمة الصحية العالمية، نموا متسارعا لم يسبق له مثيل من قبل، لذلك أصبح التحول نحو المعاملات الإلكترونية في المرافق العمومية ضرورة حتمية. توصلت الدراسة إلى أن الإدارة الإلكترونية تخلق نوع من الاطمئنان لدى المواطنين في تعاملهم مع الإدارة، وأن رقمنة الإدارة الضريبية تعمل على تحسين العلاقة بين إدارة الضرائب والمكلفين بالضريبة، مما يسمح بتوسيع الوعاء الضريبي وزيادة التحصيل الضريبي. كلمات مفتاحية: الرقمنة، الإدارة الإلكترونية ، الحكومة الإلكترونية، الإدارة الجبائية، الفساد المالي. تصنيفات JEL : H26; H71; D73. Abstract: This study aims to present the concept and objectives of the digitization of public administration and its characteristics, highlight the electronic administration project in Algeria and the challenges it faces, and project this onto the digitization of the fiscal administration and its role in reducing the aspects of financial and administrative corruption after witnessing electronic transactions as well as government or electronic administration applications in recent times, especially after the repercussions of the global health crisis have witnessed rapid growth that has never been seen before, so the shift towards electronic transactions in public utilities has become an inevitable necessity. The study found that electronic administration creates a kind of reassurance for citizens in their dealings with the administration, and that the digitization of tax administration works to improve the relationship between the tax administration and taxpayers, which allows expanding tax base and increasing tax collection.
