اسهامات حوكمة الموارد الطاقوية في تحقيق التنمية المستدامة - دراسة حالة القطاع النفطي في الجزائر –

Résumé: الملخص: تهدف هذد الدراسة إلى تحديد العلاقة بين اعتماد الحوكمة أو ما يعرف بالحكم الراشد و تحقيق التنمية المستدامة حيث أن الجزائر تمر في الآونة الأخيرة بمرحلة أزمة اقتصادية نتيجة الانخفاض الذي عرفته أسعار النفط ،وقد استخدمت الدراسة المنهج الوصفي التحليلي ، حيث تبرز أهمية هذا الموضوع من خلال إظهار عدم كفاءة استغلال الفوائض المالية الناجمة عن الريع النفطي في الجزائر في تحقيق التنويع الاقتصادي مع بروز بعض الظواهر السلبية على غرار انتشار الفساد و الذي سبب تراجع تطبيق مؤشرات الحوكمة .و قد توصلت الدراسة إلى أن الجزائر اعتمدت في ظل السياسة الطاقوية على برنامج طويل المدى للتحكم في الطاقة و الانتقال نحو بدائل جديدة عوض التقليدية بالإضافة إلى محاولة تهيئة المناخ الملائمl تنصيب قدرات هامة من الطاقات المتجددة،هذه الأخيرة التي يعول عليها كثيرا للخروج من التبعية لقطاع المحروقات من جهة، و ضمان استدامة مواردها الطاقوية من جهة أخرى. ABSTRACT : This study aims to determine the relationship between the adoption of governance or what is known as good governance and achieving sustainable development, as Algeria is recently going through a phase of economic crisis as a result of the drop in oil prices. The inefficiency of exploiting the financial surpluses resulting from oil rents in Algeria in achieving economic diversification, with the emergence of some negative phenomena such as the spread of corruption, which caused a decline in the application of governance indicators The study concluded that Algeria relied, in light of the energy policy, on a long-term program to control energy and move towards new alternatives instead of traditional ones, in addition to trying to create an appropriate climate to install important capacities from renewable energies, the latter of which is very reliable to get out of dependence on the hydrocarbon sector On the one hand, and ensuring the sustainability of its energy resources, on the other.
