مظاهر تطبيق نظام الحوكمة المالية في دول المغرب العربي -الجزائر، تونس نموذجا-

Résumé: بسبب انتشار الفساد وغياب مختلف الوسائل الرقابية، معايير الشفافية والافصاح لدى الدول بصفة عامة والمؤسسات بصفة خاصة، أثارت العديد من المسائل المتعلقة بالكيفية التي يمكن من خلالها تحسين الأداء الاقتصادي للدول وإدارة مواردها المالية ومراقبة أداء مؤسساتها ومحاربة الغش وسوء استخدام السلطة والتي يمكن من خلالها تعزيز وتحسين وتيرة النمو في الأجل الطويل، وتمثلت هذه الكيفية في نظام الحوكمة المالية، وعليه نهدف من خلال هذه الورقة البحثية الى إبراز مظاهر تطبيقات معايير الحوكمة المالية في دول المغرب العربي (الجزائر، تونس نموذجا)، ومن بين النتائج المتوصل إليها أن مؤشرات الحوكمة المالية تشكل المشكل الرئيسي لدى الدول محل الدراسة من خلال كيفية الامتثال لها وتطبيقها والدليل على ذلك التدهور في قيمة هذه المؤشرات Because of widespread corruption and lack of regulatory means, transparency and disclosure standards among states in general and institutions in particular have raised many issues regarding how countries can improve the economic performance of countries, manage their financial resources and monitor the performance of their institutions to combat abuse of power fraud, through which they can promote and improve the pace of growth in the long term, such as the financial governance system, and therefore we aim through this research paper to highlight the applications of financial governance standards in the Maghreb countries (Algeria, Tunisia as a model) Among the findings is that financial governance indicators are the main problem for the three countries studied through how to comply with them and apply them, as evidenced by the deterioration in the value of these indicators
