هيكل الإيرادات والنفقات العامة وأثرها على عجز الميزانية العامة للجزائر دراسة قياسية تحليلية للفترة 1990-2017

Résumé: يهدف هذا البحث إلى دراسة عجز الميزانية العامة من خلال دراسة قياسية لهيكل النفقات العامة والإيرادات العامة، وأثره على رصيد الميزانية للفترة (1990-2017)، وذلك بالاعتماد على طريقة FM-OLS ، واختبار سببية قرانجر، وتوصلت الدراسة إلى وجود علاقة توازنية طويلة الأجل بين متغيرات الدراسة، وبأن هناك علاقة سببية من هيكل الإيرادات نحو رصيد الميزانية العامة، وعلاقة سببية في اتجاه واحد من نفقات التسيير نحو رصيد الميزانية كما أوصت الدراسة بضرورة تنويع مصادر الإيرادات وعدم الاعتماد على التمويل غير التقليدي لتغطية عجز الميزانية This objective of this study is to study the budget deficit through a econometric study of Structure of the public expenditures and public revenues for the period 1990-2017, based on the FM-OLS method and the Granger causal test. The study concluded that there is a relationship in long-term between study variables, and there is a causal relationship Of the revenue structure to Balance of the general budget. And a one-way causal relationship from management expenditure to budget balance The study also recommended the need to diversify sources of income, and Non-Accreditation for non-traditional financing to cover the budget deficit
