دور القوى التعديلية في إعادة تشكيل النظام الدولي (روسيا والصين نموذجا) The Role Of Revisionist Powers In Reshaping The International Order(the Case Of Russia And China)

Résumé: إن التطور التاريخي للنظام الدولي منذ معاهدة " وستفاليا" عام 1648 إلى يومنا هذا يشير إلى أن ظاهرة صعود قوى دولية معينة وأفول أخرى هي ظاهرة صحية وملازمة لعملية تطور الأنظمة الدولية، ويعزى حدوث هذه الظاهرة إلى متغير توزيع القوة بين فواعل النظام الدولي، وهذا ما يدفع بعض القوى التي يخدمها الوضع السائد في النظام الدولي إلى السعي للمحافظة عليه، ومحاربة أي تغيير قد يطرأ على هذا النظام، في حين تتجه قوى دولية أخرى التي تنعت بالقوى المراجعة أو التعديلية إلى تغيير النظام الدولي القائم ومراجعة الترتيبات القائمة فيه التي تعتبرها مجحفة في حقها وهذا حال بعض القوى كروسيا والصين. The historic development of the international system since the Treaty of “Westphalia” to the present day indicates that the phenomenon of the rise of certain international powers and the decline of other powers is a healthy phenomenon and inherent to the development of international systems. This phenomenon is attributable to the variable distribution of power between the international system actors. This leads some of the powers served by the prevailing situation in the international system to seek to preserve the status quo, while other international powers labelled as revisionists powers tend to change the existing international system as Russia and China
