الديمقراطية التشاركية المحلية كآلية لتسيير الشأن العام المحلي. -بلدية أولاد بن عبد القادر بولاية الشلف نموذجا-

Résumé: نتناول في هذه الدراسة الديمقراطية التشاركية المحلية ومدى الدور الذي تلعبه بخصوص تسيير الشأن العام المحلي، معتمدين في ذلك على نموذج بلدية أولاد بن عبد القادر بولاية الشلف، والتي تبنت خيار الديمقراطية التشاركية وفق ميثاق خاص أعد لهذا الغرض. توصلنا إلى أن الديمقراطية التشاركية المحلية تتمثل أساسا في أحقية الشعب في ممارسة سلطته عن طريق وجود آليات مشاركة في صناعة القرار المحلي ورسم السياسات العامة المحلية. وهو ما أرساه الميثاق البلدي للمشاركة المواطنة للبلدية النموذجية أولاد بن عبد القادر في صلب أحكامه In this study, we examine the participatory local democracy and the role it plays in the management of local public affairs, based on the model of the municipality of Ouled ben Abdelkader in the Wilaya of Chlef, which adopted the option of participatory democracy in accordance with a .special charter prepared for this purpose We have found that participatory local democracy is essentially the right of the people to exercise their power through mechanisms of participation in local decision-making and local policy-making.
