Résumé: يعد الفساد الإداري من أكثر المشكلات التي تواجه الجماعات المحلية فهو يعتبر العقبة الرئيسية أمام تحسين الخدمة العمومية وتحقيق التنمية المحلية المنشودة، ويؤذي إلى ضعف مشاركة المواطنين في تسيير الشؤون العامة على المستوى المحلي، ويحول دون تحقيق العدالة الاجتماعية بين أفراد المجتمع والسبب في ذلك يعود إلى ضعف الشفافية والمسائلة داخل الجماعات المحلية، وفي هذا الإطار تعالت أصوات بعض المفكرين والمتخصصين، بضرورة تطبيق الشفافية وتفعيل المسائلة للحد من الفساد الإداري في الجماعات المحلية، لذا سعت الدولة إلى تعزيز ذلك في قانوني البلدية والولاية لتمكين المواطنين من ممارسة الرقابة الشعبية على مداولات المجالس المحلية المنتخبة، والمساهمة في القضاء على الفساد الإداري في الجماعات المحلية. Administrative corruption is one of the most common problems facing local communities for being considered the main obstacle to both improving public service and achieving the targeted development. It weakens the citizens’ involvement in the conduct of public affairs locally and hinders setting social justice among individuals due to the absence of clear transparency and accountability, that why voices of some thinkers and specialists raised, calling for needful transparency and the need of accountability to eradicate corruption in local communities. Therefore, the Algerian state sought to strengthen that in municipality and province laws to enable citizens to exercise popular oversight (control)over the elected local councils’deliberations, and to contribute to fighting administrative corruption in local communities.
