مساهمة التحول الرقمي في تحسين جودة التصريحات الضريبية في الجزائر – دراسة ميدانية -

Résumé: ملخص : هدفت الدراسة إلى إبراز أهمية التحول الرقمي في الإدارة الجبائية كونه يمثل خطوة حاسمة نحو تحقيق الكفاءة والشفافية في تقديم الخدمات كما أنه يعمل على إلى إنشاء هياكل إدارية جديدة مزودة بتكنولوجيات متقدمة لتحسين نوعية الخدمة للمكلفين، وكذا تجميع المصالح في مراكز ضريبية موحدة يسهل التصريح والدفع وتقديم الطعون، مما يبسط ويسرع المعاملات الجبائية. وبالاعتماد على الدراسة الميدانية التي شملت عينة من موظفي الإدارة الجبائية، المكلفين بالضريبة والمحاسبين. فقد توصلت الدراسة إلى أن التحول الرقمي يسهم في تعزيز الكفاءة والشفافية، ويضمن تقديم خدمات سريعة وآمنة، مما يعزز الثقة بين المواطنين والإدارة ويحقق أهداف تحديث الإدارة الجبائية. Abstract: The study aimed to highlight the importance of digital transformation in tax administration, as it represents a crucial step toward achieving efficiency and transparency in service delivery. It also aims to establish new administrative structures equipped with advanced technologies to improve the quality of service for taxpayers. It also consolidates services into unified tax centers that facilitate declarations, payments, and appeals, simplifying and speeding up tax transactions. Based on a field study that included a sample of tax administration employees, taxpayers, and accountants, the study concluded that digital transformation contributes to enhancing efficiency and transparency, ensuring the provision of prompt and secure services, enhancing trust between citizens and the administration, and achieving the goals of modernizing tax administration.
