The Role Of Oil Surpluses In Financing The Arab Economic Development

Résumé: Historically, economies of the Arab world are basically consisted of oil sector, which plays a central role in various areas, and since Arab exporting countries represent the largest share of world reserves, these countries are trying to customize and use the product through economic growth and development policies, especially by the optimal exploitation of oil booms then responding to the business environment changings, changes in the oil market, the investment policies and the level of Economic cooperation, whether regional or global. To meet the future challenges, Arab economies need to achieve diversity by changing the negative exploitation of oil to a productive proactive industry based on long planning financially industrially, commercially and socially to achieve an overall growth, and therefore the Arab countries are trying to make petroleum surpluses a way to put the building blocks in diversifying the sources of incremental revenues and reduce dependence on oil as a primary source to that "an individual provider," so oil revenues raise questions on how to use them in this process. تاريخيا، اقتصاديات بلدان العالم العربي تتشكل أساسا من قطاع النفط الذي يلعب دورا محوريا في المجالات المختلفة وبما أن الدول العربية المصدرة له تستحوذ على أكبر حصة من الاحتياطيات العالمية، فإن هذه الدول تحاول تخصيص واستخدام عائداته عبر سياسات للنمو الاقتصادي والتنمية خاصة بالاستغلال الأمثل للطفرات النفطية ثم الاستجابة للتغيرات في مناخ التجارة، تطورات سوق النفط وسياسات الاستثمار، ومستوى التعاون الاقتصادي سواء الإقليمي أو العالمي. ولمواجهة تحديات المستقبل، الاقتصادات العربية في حاجة لتحقيق تنوع بتغيير الاستغلال السلبي للنفط إلى صناعة استباقية منتجة ومتنوعة على أساس تخطيط محكم وطويل المدى ماليا وصناعيا وتجاريا واجتماعيا للوصول إلى تحقيق نمو كلي، ولذا تحاول الدول العربية أن تجعل من الفوائض النفطية وسيلة لوضع لبنات اساسية في تنويع مصادر الدخل والتقليل التدريجي من الاعتماد على النفط كمصدر أساسي لذلك "فردية المورد"، ففوائض العوائد النفطية تثير التساؤل عن كيفية استخدامها.
