مناطق الظل بين الخطاب السياسي الداخلي والتزامات الجزائر الدولية Shadow Areas Between Internal Political Discourse And Algeria’s International Commitments

Résumé: الملخص: تسعى هذه الدراسة إلى التعرف على ملامح المشروع الجزائري لحل معضلة تنمية مناطق الظل، وذلك من خلال تحليل الخطاب السياسي الرئاسي حولها والإجابة عن مدى إسهامه في بعثه والترويج له، وبحث خلفيات ذلك، وعلاقة المشروع بالطابع الاجتماعي للدولة الجزائرية، والوفاء بالتزاماتها الخارجية. وقد توصل الباحث إلى أن توظيف الخطاب السياسي الرسمي والرئاسي منه خاصة، قد ساهم بفعالية كبيرة في إخراج "مناطق الظل" إلى "دائرة الضوء"، ونجح في الترويج لها وحشد تأييد مؤسساتي وشعبي كبير حولها، كما كشف عن تناغم هذا المشروع الوطني مع الخطة الأممية للقضاء على ظاهرة الفقر وتحقيق أهداف التنمية المستدامة. Abstract This study aims to identify the features of the Algerian project that deals with the problem of the development of the shadow zones through both the analysis of the presidential political discourse and the presentation of the extent of promoting this project, also by examining its relationship with the Algerian State social nature and the fulfilment of its world obligations. The researcher considers that the use of the formal political discourse has contributed to bringing "shadow zones" into the "spotlight". He reveals that this national project is in accordance with the UN to eradicate poverty and achieve sustainable development goals.
