تفعيل أبعاد المسؤولية البيئية للمؤسسات الصغيرة والمتوسطة الجزائرية من أجل تحقيق تنمية مستدامة في ظل اتفاقية باريس الاطارية

Résumé: هدفت الدراسة إلى التعرف على آليات تفعيل و ترسيخ أبعاد المسؤولية الاجتماعية- البيئية منها على وجه الخصوص - في المؤسسات الصغيرة والمتوسطة الجزائرية لتحقيق التنمية المستدامة في ظل مبادئ وأطر اتفاقية باريس الدولية ، وذلك من خلال للتعرف على مدى تفاعل و تبني المؤسسات الصغيرة والمتوسطة للآليات المسطرة و تكييف النظم الإنتاجية مع المعايير الدولية التي نصت عليها اتفاقية باريس ،كنظم الإنتاج و الاقتصاد الأخضر لتحقيق تنمية مستدامة صديقة للبيئة . توصلت الدراسة إلى ضرورة الالتزام بأبعاد المسؤولية الاجتماعية (الإنسانية ، الأخلاقية ، القانونية ، الاقتصادية ) للمؤسسات الصغيرة والمتوسطة في تحقيق التنمية المستدامة المتوخاة من خلال تبني أطر و قوانين اتفاقية باريس الدولية. وأوصت الدراسة بوضع أبعاد المسؤولية الاجتماعية والبيئية لا سيما المتكاملة منها ضمن أولويات المؤسسات الصغيرة والمتوسطة ، وضرورة أن تقوم المؤسسات الصغيرة والمتوسطة الجزائرية بتبني قوانين اتفاقية باريس الداعية إلى احترام معايير الإنتاج البيئي في ظل الاقتصاد الأخضر البديل للحفاظ على المناخ من خلال تكييف تكنولوجيا الإنتاج الصديق للبيئة و ضرورة تبني و تكييف المعايير المحاسبية البيئية وكذا وضع مدونات أخلاقيات لها وتوزيعها عبر الشركات ، وتدريب العاملين فيها على تعزيز قدراتهم الإبداعية بما يساهم في ترسيخ أبعاد المسؤولية الاجتماعية لتحقيق تنمية مستدامة في ظل مبادئ وأطر اتفاقية باريس الدولية و ضرورة تكييف المنظومة التشريعية الجزائرية وفق مبادئها . The study aimed at identifying the mechanisms of activating and consolidating the dimensions of social and environmental responsibility in particular in the Algerian SMEs to achieve sustainable development under the principles and frameworks of the Paris International Convention. Adapting the production systems to the international standards stipulated in the Paris Convention, as the production systems and the green economy to achieve sustainable and environmentally friendly development. The study concluded that social, human, moral, legal and economic responsibility should be committed to small and medium enterprises in achieving the sustainable development envisaged by adopting the frameworks and laws of the Paris International Convention. The study recommended that the dimensions of social and environmental responsibility, especially the integrated ones, be placed within the priorities of small and medium enterprises, and the need for Algerian SMEs to adopt the laws of the Paris Convention calling for respect for environmental production standards in the alternative green economy to preserve the climate by adapting environmentally friendly production technology. The need to adopt and adapt the environmental accounting standards as well as the development of codes of ethics and distribution through companies, and training their employees to enhance their creativity, which contributes to the consolidation of the dimensions of social responsibility for the development of In accordance with the principles and frameworks of the Paris International Convention and the need to adapt the Algerian legislative system according to its principles.
