إمكانية تطبيق نظام مجلس العملة كبديل لنظام التعويم المدار في الجزائر

Résumé: تهدف هذه الورقة إلى دراسة وتحلیل شروط تبني نظام مجلس العملة الذي یعتبر من أهم ترتیبات أنظمة الصرف الثابتة، وإسقاطها على خصائص الاقتصاد الجزائري لمعرفة إن كان يمكن تبنيه واعتباره أفضل بدیل لنظام التعويم المدار في الجزائر، وخلصت الدراسة إلى أن الجزائر يمكن لها تبني نظام مجلس العملة خصوصاً في ظل وجود احتياطيات صرف كبيرة ومديونية متدنية وتوازن في الميزانية العامة بفضل الفوائض المالية الكبيرة في صندوق ضبط الموارد. أما في ما يخص الشروط غير المتحققة فإن مجلس العملة سوف يضع ضغطاً واقعياً على تبني سياسات مماثلة على الفور تؤدي إلى تحقيقها، إذ من شأن إدخال نظام مجلس العملة أن يساهم في الانفتاح الاقتصادي وذلك من خلال جذب التجارة والاستثمار الأجنبي، وخلق مؤسسات وبنوك قوية وذلك من خلال الانضباط المالي الذي يفرضه هذا النظام من عدم تمويل العجز الحكومي أو المصرفي، كما يفرض الانضباط على الإنفاق الحكومي والإصدار النقدي مما يساهم في تقليص النفقات العامة وتخفيض مستويات الأسعار والتضخم، ويجنب أيضاً الصدمات الخارجية لأسعار النفط لأنه سوف يساهم في تنويع الصادرات، وذلك من خلال المصداقية التي سوف يفرضها هذا النظام. This paper aims to study and analyze the conditions for the adoption of the currency board regime which is one of the most important arrangements fixed exchange regimes, and drop it on the characteristics of the Algerian economy to see if it can be adopted and regarded as the best alternative to the managed float regime in Algeria, the study concluded that Algeria it he can adopting the currency board regime, especially in the presence a large exchange reserves and low debt and balance the budget in public thanks to the large financial surpluses in the resources controlling fund. As for the conditions are not accruing, the currency board will put pressure actually on adopting similar policies to immediately lead to the achieve them, as would the introduction of the currency board regime that contributes to the opening of the economy through trade and foreign investment attracting, And creating strong institutions and banks through the financial discipline imposed by this system of not finance government deficits or bank, and discipline on government spending and monetary version imposes thus contributing to the reduction of public expenditures and reduce prices and inflation levels, and also avoids external shocks to oil prices because it will contribute to the diversification of exports, through the credibility that will impose this system.
