دراسة تحليلية حول إشكالية التوازن المالي لصندوق التقاعد بالجزائر خلال الفترة 2010-2017 An Analytical Study On The Problem Of Financial Balance Of The Pension Fund In Algeria During The Period 2010-2017

Résumé: يهدف هذا المقال إلى معالجة موضوع اختلال التوازن المالي لصندوق التقاعد بالجزائر خلال الفترة 2010-2017 من خلال التعرف على المتغيرات المتحكمة في ايرادات ونفقات هذا الصندوق، وواقع توازنه المالي، الأمر الذي أدى بنا إلى دراسة نفقات وموارد هذا الصندوق ومقارنتها ببعض المؤشرات الاقتصادية (عدد المعاشات، الناتج الداخلي الخام)، من أجل التوصل إلى العناصر المساهمة في هذا الاختلال، والمتمثلة أساساً في تسارع تطور نفقاته مقارنة بمستوى الايرادات. This paper aims at addressing the financial imbalance of the pension fund in Algeria during the period 2010-2017 by identifying the variables controlling the revenues and expenses of this fund and the reality of its financial balance. This led us to study the expenditures and resources of this fund and compare them with some economic indicators (Pensions, raw domestic product), in order to arrive at the contributing factors to this imbalance, namely, the acceleration of the development of its expenditures compared to the level of income.
