"دور المجتمع المدني في تفعيل الديمقراطية التشاركية في الجزائر (2011-2018) "

Résumé: "سعت هذه الدراسة إلى تحديد أدوار منظمات المجتمع المدني في الجزائر لتفعيل الديمقراطية التشاركية في ظل الاصلاحات السياسية التي شهدتها الجزائر بعد سنة 2011 باعتبار المجتمع المدني يعد فاعلا رئيسا بجانب الدولة في رسم وصناعة مختلف السياسات والقرارات المرتبطة بالشأن العام المحلي والوطني ، وقد تطلبت الدراسة الولوج والتعمق في مختلف المفاهيم النظرية لكل من المجتمع المدني والديمقراطية التشاركية . كما تناولت الدراسة ظاهرة المجتمع المدني في الجزائر من خلال تطوره ومختلف تشكيلاته ومكانته في ظل مختلف مراحل النظام السياسي والمساهمة التي يجسدها على أرض الواقع في ترسيخ الديمقراطية التشاركية والتي تعد احد الآليات الهامة في تحقيق البعد التنموي السياسي والاقتصادي والاجتماعي . وخلصت الدراسة إلى محدودية الدور الذي يلعبه المجتمع المدني في الجزائر لتفعيل الديمقراطية التشاركية ويعود ذلك إلى جملة من العراقيل والصعوبات المرتبطة أساسا بمنظمات المجتمع المدني وطبيعة النظام السياسي ، وأخرى مرتبطة بالثقافة السياسية السائدة والأمر الذي حتم بضرورة ايجاد أطر وآليات تفعل مختلف منظمات المجتمع المدني في الجزائر. ""This study sought to define the roles of civil society organization in the activation of participatory racy in light of the political crisis experienced by Algeria after year 2011. Considering civil society as a key actor alongside the state in drawing up and making various policies and decision related to local and national public affairs. The study required access and depth in the various conceptual concepts of both civil society and participating democracy. The study also dealt with the phenomena on of civil society in Algeria throught its development and various forms and status in light of the various stages of the political system and the contribution that is embodied in the actual consolation of participation which is one the important mechanism to investigate the development dimension politically , economically and socially. The study concluded the limited role played by civil society in Algeria to activate participatory democracy and the combination of obstacles and difficulties associated with the civil society organizations and the nature of political system and others associated with the prevailing political culture witch necessitated the need created frameworks and mechanisms for the various civil society organization in Algeria . "
