رهانات رقمنه الادارة العمومية في الجزائر في ظل جائحة كرونا.

Résumé: الملخص: يهدف المقال الى تحليل تطور الرقمنة في الجزائر خلال جائحة كرونا وهو توجه حتمي في اساليب التسيير الاداري وتقديم افضل الخدمات للمواطنين في ظل الازمات ،اذ يعتبر التحول الرقمي الاستغناء عن الطرق التقليدية والتوجه الى الاساليب الحديثة الالكترونية . ونظرا لأهمية الرقمنة في مواجهة تبعات جائحة فيروس كرونا الذي انتشر بشكل كبير في كل دول العالم ،فقد ركزت دراستنا على توجيه الرقمنة في مجالات عديدة منها التعليم عن بعد وتوفير الخدمات عن بعد والصحة والمعاملات التجارية وغيرها. وفي هذا السياق سارعت الدول والحكومات لتلبية حاجيات المواطنين وفق شروط الحجر الصحي والتباعد بوضع سياسات واستراتيجيات تضمن هذا التحول الرقمي بشكل سريع ،لكن بالنسبة للجزائر التي تعاني من الفجوة الرقمية عملت بشكل فعال في مجال تحسين حوكمة قطاع تكنولوجيا والاتصالات والمعلومات وتسريع التطور التكنولوجي على الاقل في بعض الاعمال والمعاملات اليومية داخل الادارة ،لضمان استمرارية القطاعات الحياتية في ظل خطر الجائحة. الكلمات المفتاحية: الرقمنة ،التحول الرقمي ،الادارة الالكترونية ،جائحة كرونا ،الخدمات الالكترونية ،الجزائر. The challenges of digitizing public administration in Algeria during the coronavirus pandemic. The article aims to analyze the development of digitization in Algeria during the coronavirus pandemic. This orientation is inevitable in administrative management methods, providing the best services to citizens during the crisis. Digital transformation is seen as a liberation from classical methods and an orientation towards modern electronic methods. Considering the importance of digitization in the face of the consequences of the corona virus pandemic, which has considerably affected all countries of the world. Our study focuses on many areas, including distance education, distance services, health, business transactions and others. In this context, states and governments have rushed to meet the needs of citizens in accordance with the terms of confinement and spacing by developing policies and strategies guaranteeing digital transformation. Algeria, despite the digital gap, has been effective in improving technology, communications and information governance and accelerating technological development, at least in some operations and transactions within the administration, in order to guarantee the continuity of vital sectors during the pandemic.
