المرأة وإعادة الإعمار ما بعد النزاع: أي دور؟

Résumé: تحاول الأدبيات المتعلقة بإعادة الإعمار في دول ما بعد النزاع التركيز على أهمية النوع الاجتماعي بوصفه نقلة نوعية للمجتمع في تقسيمه التقليدي للأدوار بين الرجل والمرأة، خاصة بعد استفحال النقاش حول مستقبل إعادة الإعمار من الأسفل "المحلي" بعد ثبوت فشل العديد من تجارب إعادة الإعمار الفوقي "العمودي"؛ إذ تركز الإستراتيجيات الجديدة على تضمين مشاركة المرأة في التجارب الإعمارية التي يجب أن تكون جزءا منها، وإحدى آليات نجاح تنفيذها. تقول" ميشيل باشيليه : "أينما وجد نزاع فالمرأة يجب أن تكون جزءا من الحل"، وهو ما يسعى بحثنا إلى إثباته؛ من خلال التأكيد على أهمية المرأة كونها فاعلا محليا في عمليات إعادة بناء الدول المتضررة من النزاع، من خلال الأخذ بالمقاربات النظرية والإسقاطات الواقعية على تجربة المرأة البيروفية في إعادة الإعمار ما بعد النزاع. Literature on reconstruction in post-conflict countries attempts to emphasize the importance of gender as a paradigm shift for society in its traditional division of roles between men and women, especially with the increasing debate about the future of reconstruction from the “local” bottom after many “vertical” reconstruction experiments failed. The new strategies focus on including women’s participation in the construction experiments of which they must be a part and one of the mechanisms of their successful implementation. “Wherever there is conflict, women must be part of the solution,” said Michelle Bachelet. The aim of our research is to demonstrate it by emphasizing the importance of women as a local actor in the processes of rebuilding conflict-affected countries by adopting theoretical approaches, and realistic projections on the Peruvian women’s experience in post-conflict reconstruction.
